Pennsylvania is taking another significant step toward addressing its affordable housing shortage, with the Pennsylvania Housing Finance Agency (PHFA) announcing $25 million in HOME-ARP funding to support the construction and preservation of affordable rental housing across the Commonwealth.

The investment will help create or preserve 257 rental units, including 204 homes specifically designated for Pennsylvanians experiencing homelessness or those at risk of becoming homeless. The funding will support eight developments in communities including Pittsburgh, Philadelphia, Erie, Lancaster, Scranton, and Berwick, helping expand access to safe, stable housing for some of the state's most vulnerable residents.

The announcement comes as housing affordability remains one of Pennsylvania's biggest challenges. Rising construction costs, limited housing inventory, and increasing demand have made it difficult for many low-income households to find affordable places to live. Programs like HOME-ARP are designed to help close that gap by providing developers with 0% interest, deferred-payment loans that make affordable housing projects financially feasible.

Among the projects receiving funding are new affordable housing developments and rehabilitation efforts that will serve seniors, families, and individuals with supportive housing needs. Several developments will combine affordable apartments with on-site services, giving residents greater access to resources that promote long-term housing stability.

The awards also reflect Pennsylvania's broader strategy to increase housing supply through a combination of public investment and private development. Over the past year, state leaders have expanded funding for affordable housing, mixed-use redevelopment, and community revitalization programs, recognizing that housing availability plays a critical role in economic growth and neighborhood stability.
