Hinesburg is preparing for a new housing development that will bring permanently affordable apartments, homes for sale and community amenities to a 46-acre site near Route 116 and Riggs Road.

The project, called Riggs Meadow, is being developed by Champlain Housing Trust and Evernorth on land donated by local business leader and philanthropist Jan Blomstrann. The first phase will include 36 permanently affordable rental apartments, with construction expected to begin soon and completion anticipated around the end of 2027.

The development will move forward in stages. Eight additional homes are planned with Green Mountain Habitat for Humanity, followed by a potential second phase of up to 32 more homes, including both affordable and market-rate housing. Plans also include a childcare center and walking trails.

    Energy-Efficient Housing Planned

The first 36 apartments will include 16 one-bedroom units, 16 two-bedroom units and four three-bedroom units, providing options for individuals and families.

The buildings are planned to be fossil-fuel-free, using all-electric systems and solar-ready construction. A community geothermal system will provide heating and cooling.

The project brings together multiple funding sources, including state housing programs, nonprofit investment and energy incentives, with TD Bank providing construction financing.

    Addressing Hinesburg’s Housing Costs

The development comes as housing affordability remains a challenge in Hinesburg. According to Champlain Housing Trust, the town's median home sale price reached $429,000 in 2025, an increase of roughly 60% over the previous decade.

By combining affordable rentals with future homes for sale, Riggs Meadow is intended to expand housing options for residents with different needs and income levels. The larger development could eventually include up to 76 additional homes beyond the initial 36 apartments, depending on how later phases proceed.

The project also reflects how donated land and partnerships among nonprofit developers, financial institutions and local organizations can help move housing projects forward in communities where costs have risen significantly.

As Riggs Meadow advances, its phased approach could provide Hinesburg with additional housing while incorporating amenities designed to serve the wider neighborhood.
